Robert Leather, born in Wigan (1829-1917) he came to Leigh in 1844 as an apprentice reed maker to Thomas Howarth at Leigh Bridge. He as an active Radical and Chartist, a founder member of the Leigh Friendly Co-operative Society and the Leigh Liberal Club. He was elected a member fo the Pennington Local Board in 1873, and was a member of the Pennington Local Board from its formation in 1875 to 1883. He died on January 25th 1917, a month short of his 88th birthday.
